Power of Californians' Votes Rests on Proposition 40


 

Voters won't see any television commercials about Proposition 40, no one is campaigning against it, and the higher-profile issues on the November ballot certainly will outspend and outshine it. But the last on the list of 11 initiatives put before voters this fall affects democracy in California more than any of the others.

Read plainly, voting "yes" on Proposition 40 means the state Senate lines drawn by the voter-approved independent Citizens Redistricting Commission will remain in place.
